Scarlet Sy

Scarlet Sy joined Blueprint Futures in 2017 and serves as Chief Financial Officer, leading the organization’s financial strategy, accounting, budgeting, financial reporting, and financial operations. She has overseen the finances during a period of significant growth for the organization: during her tenure, Blueprint has expanded into Texas and Colorado and nearly doubled its net assets, from $70.6M in FY2016 to $136.0M in FY2025.

Scarlet oversees annual budgeting and long-range financial planning, cash and liquidity management, debt and capital structures, the annual audit, internal controls, cost allocations, and financial systems. She also oversees risk management, including credit and lending risk and insurance. She works closely with Blueprint’s executive team, Board, and investment staff to align financial decisions with the organization’s mission and long-term sustainability.

Before joining Blueprint, Scarlet spent thirteen years as Director of Finance at Little Tokyo Service Center, a complex community development organization providing social services, childcare, asset and property management, and affordable housing development. During her time at LTSC, and as a member of its Executive Management team, she developed advanced financial accounting and analysis systems and led teams and projects through significant organizational growth and complexity.

Scarlet holds a B.A. in Legal Studies with a minor in Philosophy from Scripps College and studied Law and Philosophy at the London School of Economics.
