Project Overview
TCSD partnered with UP Excellence, a newly authorized charter school in Houston, to develop their first facility. As a start-up school, UP Excellence sought a low-cost, equitable, and joyful space with room for future growth, initially aiming to locate in Houston’s 5th Ward. TCSD identified a 55K SF former charter school on the North Side that aligned with the school’s mission and could address local educational needs.
TCSD provided low-cost financing, technical assistance, and comprehensive project management. They secured financing at a significantly below-market interest rate and facilitated a 15-year lease agreement with renewal and purchase options. To support the school’s early operations, TCSD negotiated reduced lease rates for the first three years.
From start to finish, TCSD oversaw the entire project, coordinating with the general contractor, managing budgets, and handling financial reporting. They also engaged with the City of Houston to secure the necessary permits and occupancy certificate. Thanks to TCSD’s efforts, UP Excellence opened on time for the 2024-25 school year.
